It means that the car has passed a stringent inspection by GM and is backed by a variety of warranties. Here are the qualifications and benefits of a GM certified pre-owned vehicle:

• The pre-owned vehicle has passed a 172-point inspection from GM.
• Be within current 6 model years
• Have less than 75,000 vehicle miles
• Have a clean title and pass a Vehicle History Report (free CARFAX® for GM CPO vehicles listed on gmcertified.com)
• The certified pre-owned vehicle is covered by a 6-Year/100,000-Mile Powertrain Limited Warranty and a 12-Month/12,000-Mile Bumper-to-Bumper Limited Warranty, both with $0 deductible.
• Certified pre-owned vehicles get two complimentary maintenance visits.
• If not satisfied with the vehicle, it can be exchanged within 3 days or 150 miles for another GMC, Chevrolet, or Buick

Difference Between Certified Pre-Owned and Other Used Cars
